Life#
Born in Mytilene (Midilli) in 1857/58 (AH 1274) into the Muslim (Müslüman) community, İsmail Hakı Bey was the child of an official (memur). İsmail Hakı had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).
At about 27, in 1884/85, İsmail Hakı began work in the Meclis idare Kalemi in Mytilene, paid from the start, on 600 kuruş a month. The first annual entry, for 1887/88, places İsmail Hakı in Mytilene, the birthplace, as Kitabet Memuru. The last posts were in Istanbul from 1888 to 1892, with a rise to Mevrude Basmemuru.
Pay rose from 600 kuruş a month in 1887/88 to a peak of 1,400 in 1888/89, as Mevrude Basmemuru in Istanbul, when 91 per cent of paid officials earned less. Over the years with a salary, pay stood on average in the top 17.4 per cent of each year's paid officials, a standing reached by fewer than 5 per cent of the 3,805 officials paid for five years or more.
