Life#
Born in Görele in 1858/59 (AH 1275), Hüseyin Şevki Efendi came from the Muslim (Müslüman) community. Hüseyin Şevki had four years of schooling, at a school for young children (Sıbyan Mektebi).
At about 29, in 1887/88, Hüseyin Şevki began work in Istanbul, paid from the start, on 300 kuruş a month. Fewer than 5 per cent of the 5,128 officials whose age at first work is known began work at 29 or older. The annual lists begin in 1887/88, with Hüseyin Şevki as a policeman (Polis) in Istanbul. Next came Palu, Sivas and Bolu from 1889 to 1894, then Şemdinli (Şemdinan) from 1894 to 1899, with a rise to director of the third grade (3. Müdür). Hüseyin Şevki then moved to Malazgirt, Hınıs and Eleşkirt from 1899 to 1905. The last posts were in Hınıs again from 1905 to 1907. Seven provinces on two continents in all, a number reached by fewer than 4 per cent of the 5,200 officials with a place of service.
Pay rose from 300 kuruş a month in 1887/88 to a peak of 630 in 1905/06, as 3. Müdür in Hınıs, when 70 per cent of paid officials earned less. The final annual entry is for 1906/07.
