Life#
Hacı Ali Ratıp Efendi was born in Pazardzhik (Tatarpazarcığı) in 1849/50 (AH 1266) into the Muslim (Müslüman) community; the father was a cavalryman holding a fief (sipahi). Schooling took four years, at a school for young children (Sıbyan Mektebi); Ali Ratıp also attended the telegraph school.
Work began in Istanbul in 1866/67, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1870/71, with Ali Ratıp as a communications official (Muhabere Memuru) in Sofia (Sofya). Next came Plovdiv in 1872/73, then Mabeyni humayun from 1874 to 1878. From 1878 to 1894 the annual entries place Ali Ratıp in Istanbul, first as Muhabere Memuru, from 1879/80 in the documents office (Evrak Kalemi).
The salary went from 400 kuruş a month in 1870/71 to 700 in 1878, the peak, as Muhabere Memuru in Mabeyni humayun, when 60 per cent of paid officials earned less. In all, 24 years of salary come to 154,560 kuruş, about what an official on the median salary earned in those years. The last annual entry is for 1893/94.
