Life#
Born in Istanbul in 1879/80 (AH 1297), İsmail Ziya Efendi came from the Muslim (Müslüman) community; the father was a district governor or lieutenant colonel (kaymakam). İsmail Ziya had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Veles (Köprülü) in 1897/98, at about 17, with four unpaid years as a mülazım (apprentice) before a first salary of 280 kuruş. The annual lists begin in 1901/02, with İsmail Ziya as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Shkodër (İşkodra), where the entries run to 1903/04. The last posts were in Aleppo in 1904/05 and Latakia (Lazkiye) in 1905/06.
The salary went from 280 kuruş a month in 1901/02 to 765 in 1905/06, the peak, as Muhaberat-ı Ecnebiye Memuriyeti in Latakia, when 78 per cent of paid officials earned less. The last annual entry is for 1905/06.
