Life#
Born in Gotse Delchev (Nevrekop) in 1867/68 (AH 1284), Salih Hilmi Efendi came from the Muslim (Müslüman) community. Salih Hilmi had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 16, in 1882/83, Salih Hilmi began work in Gotse Delchev, with eight unpaid years as a mülazım (apprentice) before a first salary of 285 kuruş. So long an unpaid start was rare; fewer than 4 per cent of the 5,142 officials with a known apprenticeship worked unpaid for eight years or longer. The first annual entry, for 1890/91, places Salih Hilmi in Thessaloniki (Selanik) as a communications official (Muhabere Memuru). Next came a return to Gotse Delchev, the birthplace, from 1891 to 1901. The last posts were in Razlog (Razlık) from 1901 to 1906, with a rise to director of the third grade (3. Müdür).
Pay rose from 285 kuruş a month in 1890/91 to a peak of 500 in 1901/02, as 3. Müdür in Razlog, when half the paid officials earned less. After the last annual entry, for 1905/06, the list of 1906/07 (AH 1324) gives the status word Vefat (death).
