This official was born in Thessaloniki (Selanik) in 1871/72 (AH 1288), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); the official also wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).
