Life#
Ali Rıza Efendi was born in Skopje (Üsküp) in 1867/68 (AH 1284) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Ali Rıza also wrote Turkish and spoke Albanian and Bulgarian, and held a qualification (a diploma, certificate, training or decoration). Few officials knew Albanian; only 18 of the 5,211 officials did.
At about 20, in 1887/88, Ali Rıza began work in the Muhasebe Kalemi in Kosova, paid from the start, on 30 kuruş a month. The annual lists begin in 1887/88, with Ali Rıza in the accounts office (Muhasebe Kalemi) in Kosova. Next came Pristina (Priştine) from 1888 to 1894, with a rise to a post in the Vergi Kitabeti. The last posts were in Kosova again from 1894 to 1903.
Pay rose from 30 kuruş a month in 1887/88 to a peak of 500 in 1899/1900, in the clerkship of the chief director's office (Başmüdür Kitabeti) in Kosova, when 47 per cent of paid officials earned less. The last annual entry is for 1902/03.
