Life#
Born in Keşan in 1861/62 (AH 1278) into the Muslim (Müslüman) community, Ömer Fuat Efendi was the child of a merchant (tüccar). Ömer Fuat had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 13, in 1874/75, Ömer Fuat began work in Keşan, with nine unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 2 per cent worked unpaid for nine years or longer. Few began so young; fewer than 6 per cent of the 5,128 officials whose age at first work is known started at 13 or younger. The annual lists begin in 1882/83, with Ömer Fuat as a communications official (Muhabere Memuru) in Lüleburgaz. Ömer Fuat then moved to Svilengrad (Cisr-i Mustafapaşa) from 1883 to 1885. The last posts were in Keşan, the birthplace, from 1885 to 1888, with a rise to Muhabere Memuru.
Pay rose from 250 kuruş a month in 1882/83 to a peak of 380 in 1885/86, as Muhabere Memuru in Keşan, when one in five paid officials earned less. The final annual entry is for 1887/88.
