Life#
Safvet Efendi was born in Debrei bala in 1848/49 (AH 1265), into the Muslim (Müslüman) community. Schooling took four years, at the Mahalli Medrese; Safvet also attended the telegraph school, and wrote Turkish and had some knowledge of Bulgarian. Of the 5,146 officials with a school, no other studied at Mahalli Medrese.
Work began in Istanbul in 1869/70, at about 20, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1870/71, with Safvet as a communications official (Muhabere Memuru) in Debar (Debre). Safvet then moved to Gjirokastër (Ergiri) from 1871 to 1873, then back to Debar from 1873 to 1879. The annual lists then follow Safvet to Korçë (Görice) from 1879 to 1898, then Gusinje in 1899/1900, as a chief official (Başmemur). The last posts were in Debar again from 1900 to 1904.
The salary went from 400 kuruş a month in 1870/71 to 800 in 1876/77, the peak, as Muhabere Memuru in Debar, when two in three paid officials earned less. Over 34 years the salaries add up to 257,040 kuruş, 1.2 times what an official on the median salary earned. The final annual entry is for 1903/04.
