This official was born in Elbistan in 1872/73 (AH 1289), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
The official began work in Basra in 1893/94, at about 21, paid from the start, on 400 kuruş a month. The first annual entry, for 1893/94, places the official in Basra as a communications official (Muhabere Memuru), where the entries run to 1896/97. The last posts were in Hillah (Hille) from 1897 to 1905.
