Life#
Mehmet Mazhar Efendi was born in Sivas in 1845/46 (AH 1262) into the Muslim (Müslüman) community; the father was a soldier (asker). Schooling took four years, at a school for young children (Sıbyan Mektebi); Mehmet Mazhar also attended the telegraph school.
Mehmet Mazhar began work in Istanbul in 1873/74, at about 27, with two unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The first annual entry, for 1875/76, places Mehmet Mazhar in Karaman as a communications official (Muhabere Memuru). The annual lists then follow Mehmet Mazhar to Konya in 1876/77, then back to Karaman from 1877 to 1883. From 1883 to 1897 every annual entry places Mehmet Mazhar in Mut, with a rise to chief communications official (Başmuhabere Memuru).
Pay rose from 380 kuruş a month in 1875/76 to a peak of 600 in 1887/88, as Başmuhabere Memuru in Mut, when 58 per cent of paid officials earned less. The final annual entry is for 1896/97. Mehmet Mazhar probably has an entry in "Sicill-i Ahval Defterlerine göre Sivaslı devlet adamları" by NESLİHAN EROL (2022) (the name and the birthplace agree).
