Life#
Born in Ayaş in 1860/61 (AH 1277), Mustafa Efendi came from the Muslim (Müslüman) community. Schooling took 12 years, at Darüşşafaka, the school for orphans in Istanbul; Mustafa also attended the telegraph school and held a qualification (a diploma, certificate, training or decoration). Mustafa knew four languages, Turkish in writing and Arabic, French and Persian a little, a number reached by fewer than 5 per cent of the 5,211 officials.
At about 23, in 1883/84, Mustafa began work in Istanbul, paid from the start, on 150 kuruş a month. From 1883/84 to 1906/07 every annual entry places Mustafa in Istanbul, first in the foreign accounts office (Muhasebat-ı Ecnebiye Kalemi), from 1897/98 in the control office (Kontrol Kalemi) and from 1903/04 in the statistics office (İstatistik Kalemi).
Pay rose from 150 kuruş a month in 1883/84 to a peak of 800 in 1901/02, in the Kontrol Kalemi in Istanbul, when 81 per cent of paid officials earned less. Over 24 years the salaries add up to 146,460 kuruş, about what an official on the median salary earned. The last annual entry is for 1906/07.
