Offices of accounts, collections and statistics.1 Ministries kept an accountant (muhasebeci) among their central officials: the regulation of 1876 for the Post and Telegraph made the ministry's accountant a member of the Post and Telegraph Council,2 the regulation of 21 May 1879 for the Ministry of Justice names one,3 and so does the organisation of the Ministry of Police (Zaptiye Nezareti) set by the gendarmerie regulation of 1903-04.4 Under its internal regulation of 6 May 1911 the Ministry of Justice had an accounts directorate and a directorate of statistics and legal codes (ihsaiyyat ve müdevvenat-ı kanuniyye).3
