Life#
Mehmet Necip Efendi was born in Silistra (Silistre) in 1878 (AH 1295) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 21, in 1899/1900, Mehmet Necip began work in Arhavi, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1900/01, with Mehmet Necip as a communications official (Muhabere Memuru) in Trabzon, where the entries run to 1905/06. The last post was in Arhavi in 1906/07, with a rise to Basmuvezzi.
Pay rose from 400 kuruş a month in 1900/01 to a peak of 500 in 1906/07, as Basmuvezzi in Arhavi, when 51 per cent of paid officials earned less. The last annual entry is for 1906/07. Mehmet Necip probably has an entry in "Sicill-i Ahval defterlerine göre Silistreli devlet memurları" by KEMAL TERLEMEZ (2026) (the name, the birthplace and the archive register and page agree).
