Life#
Mehmet Sakin Efendi was born in Diyarbakır in 1879/80 (AH 1297) into the Muslim (Müslüman) community; the father was a telegraph director (telgraf müdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi). In all Mehmet Sakin knew four languages, Arabic, French, Persian and Turkish, all in writing; fewer than 5 per cent of the 5,211 officials knew as many.
At about 9, in 1888/89, Mehmet Sakin began work in Cizre, with six unpaid years as a mülazım (apprentice) before a first salary of 270 kuruş. Few began so young; 12 of the 5,128 officials whose age at first work is known started at 9 or younger. The annual lists begin in 1894/95, with Mehmet Sakin as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Diyarbakır, the birthplace, where the entries run to 1898/99. For 1899 to 1905 the lists have no entry. The last post was in Suakin (Sevakin) in 1905/06, with a rise to chief official for foreign communications (Muhaberat-ı Ecnebiye Başmemuru).
The salary went from 270 kuruş a month in 1894/95 to 1,200 in 1905/06, the peak, as Muhaberat-ı Ecnebiye Başmemuru in Suakin, when nine in ten paid officials earned less. The last annual entry is for 1905/06.
