Born in Istanbul in 1880/81 (AH 1298), Mehmet Salih Efendi came from the Muslim (Müslüman) community; the father was a clerk (ketebe). Mehmet Salih had 12 years of schooling, at Darüşşafaka, the school for orphans in Istanbul, attended the telegraph school as well, and wrote French as well as Turkish.
