Life#
Born in Istanbul in 1863/64 (AH 1280), İsak Pardo Efendi came from the Jewish (Musevi) community; the father was a telegraph official (telgraf memuru). Schooling took four years, at a community school (Millet Mektebi); İsak Pardo also wrote Arabic, French and Turkish, and held a qualification (a diploma, certificate, training or decoration).
Work began in Istanbul in 1904/05, at about 41, with one unpaid year as a mülazım (apprentice) before a first salary of 340 kuruş. Few began so late; 32 of the 5,128 officials whose age at first work is known started at 41 or older. Every annual entry from 1905/06 to 1907/08 places İsak Pardo in the same post, official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti), in Jaffa (Yafa).
The salary never rose above the first in the lists, 300 kuruş a month in 1905/06, as Muhaberat-ı Ecnebiye Memuriyeti in Jaffa, when 23 per cent of paid officials earned less. Over three years the salaries add up to 10,800 kuruş, 73 per cent of what an official on the median salary earned. The last annual entry is for 1907/08. An entry in "Sicill-i Ahvâl defterlerine göre Osmanlı bürokrasisinde İstanbul doğumlu Yahudi ve ..." by AHMET SÜRMEN (2011) probably refers to İsak Pardo, since the name and the birthplace agree.
