Life#
Born in Kemaliye (Eğin) in 1872/73 (AH 1289), Halil Rıfat Efendi came from the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Halil Rıfat began work in Kumpkapi in 1899/1900, at about 27, paid from the start, on 300 kuruş a month.
