Life#
Ömer Lütfü Efendi was born in Tokat in 1834/35 (AH 1250) into the Muslim (Müslüman) community; the father was a trader of the covered market (bedestani). Schooling took four years, at a school for young children (Sıbyan Mektebi); Ömer Lütfü also attended the telegraph school.
At about 42, in 1876/77, Ömer Lütfü began work in the telegraph service (Telgraf) in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 500 kuruş. Only 25 of the 5,128 officials whose age at first work is known began work at 42 or older. The first annual entry, for 1877/78, places Ömer Lütfü in Selimiye as a communications official (Muhabere Memuru). The annual lists then follow Ömer Lütfü to İncesu from 1878 to 1885, then Boğazlıyan and Balıkesir from 1885 to 1892, with a rise to tithe official (Aşar Memuru) in 1895/96. The last posts were in Struga (Ustruga) from 1896 to 1902.
Pay rose from 500 kuruş a month in 1877/78 to a peak of 800 in 1880/81, as Aşar Memuru in İncesu, when 76 per cent of paid officials earned less. The final annual entry is for 1901/02. Ömer Lütfü probably has an entry in "Sicill-i Ahvâl defterlerine göre Osmanlı döneminde Tokatlı devlet memurları ( ..." by ÜMMÜHAN UĞURLU (2013) (the name and the birthplace agree).
