Life#
Mehmet Hakkı Efendi was born in Istanbul in 1875/76 (AH 1292) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Istanbul in 1891/92, at about 16, with seven unpaid years as a mülazım (apprentice) before a first salary of 154 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 6 per cent worked unpaid for seven years or longer. The annual lists begin in 1898/99, with Mehmet Hakkı as a communications official (Muhabere Memuru) in Yeniköy. Mehmet Hakkı then moved to Tarabya, Beyoğlu and Trabzon from 1899 to 1902. The last posts were in Bartın from 1902 to 1904.
Pay rose from 154 kuruş a month in 1898/99 to a peak of 350 in 1901/02, as Muhabere Memuru in Trabzon, when 27 per cent of paid officials earned less. The peak lasted a single year; the next list gives 300 kuruş. Over six years the salaries add up to 16,944 kuruş, 47 per cent of what an official on the median salary earned. The last annual entry is for 1903/04.
