Life#
Mehmet Rıfat Efendi was born in Istanbul in 1860/61 (AH 1277) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Mehmet Rıfat began work in Istanbul in 1900/01, at about 40, paid from the start, on 300 kuruş a month. Few began so late; 40 of the 5,128 officials whose age at first work is known started at 40 or older. The first annual entry, for 1900/01, places Mehmet Rıfat in Fatih as an official (Memur). The last posts were in Istanbul, the birthplace, from 1901 to 1906.
