Life#
Hüseyin Mazlum Efendi was born in Istanbul in 1864/65 (AH 1281) into the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Hüseyin Mazlum began work in Istanbul in 1886/87, at about 22, with two unpaid years as a mülazım (apprentice) before a first salary of 350 kuruş. The annual lists begin in 1888/89, with Hüseyin Mazlum as a communications official (Muhabere Memuru) in Izmir (İzmir). Hüseyin Mazlum then moved to Chios (Sakız) from 1889 to 1892, then Sürmene from 1892 to 1899. Next came Ezine, Buyuk karaburun and Çanakkale from 1899 to 1904. The last posts were in Saygol from 1904 to 1906, with a rise to director of the third grade (3. Müdür). Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
The salary went from 350 kuruş a month in 1888/89 to 600 in 1892/93, the peak, as 3. Müdür in Sürmene, when 59 per cent of paid officials earned less. The final annual entry is for 1905/06.
