Life#
Mehmet Hilmi Efendi was born in Edirne in 1857/58 (AH 1274) into the Muslim (Müslüman) community; the father was a customs official (rüsumat memuru). Work began in Edirne in 1875/76, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1877/78, with Mehmet Hilmi as a communications official (Muhabere Memuru) in Çorlu. The lists have no entry for 1878 to 1879. The annual lists then follow Mehmet Hilmi to Alexandroupoli (Dedeağaç) from 1879 to 1887, then Manisa and Rhodes (Rodos) from 1887 to 1893. The last posts were in Alexandroupoli again from 1893 to 1897. Of the 1,586 officials whose entries span 20 years or more, fewer than 10 per cent kept one title throughout.
The salary never rose above the first in the lists, 400 kuruş a month in 1877/78, as Muhabere Memuru in Çorlu, when 16 per cent of paid officials earned less. Over 19 years pay ended where it began, at 400 kuruş; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. After the last annual entry, for 1896/97, the list of 1897/98 (AH 1315) gives the status word Vefat (death).
