Life#
Born in Istanbul in 1836/37 (AH 1252), Salih Kazım Efendi came from the Muslim (Müslüman) community; the father was a doctor (doktor). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 23, in 1859/60, Salih Kazım began work in Tekirdağ, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1861/62, places Salih Kazım in Varna as a communications official (Muhabere Memuru), where the entries run to 1864/65. Next came Pleven (Plevne), Larissa (Yenişehir-i Fener) and Narva from 1865 to 1870, then a return to Pleven from 1871 to 1876. The annual lists then follow Salih Kazım to Bethlehem (Beytüllahim), Varna and Tekirdağ from 1876 to 1880, with a rise to Muhabere Memuru in 1877/78 and to director of the first grade (1. Müdür) in 1878/79. The last posts were in Terme from 1882 to 1884.
The salary went from 400 kuruş a month in 1861/62 to 1,250 in 1878/79, the peak, as 1. Müdür in Tekirdağ, when 85 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 800 kuruş. In all, 20 years of salary come to 152,760 kuruş, 1.1 times what an official on the median salary earned in those years. The last annual entry is for 1883/84.
