Life#
Born in Skopje (Üsküp) in 1880/81 (AH 1298) into the Muslim (Müslüman) community, Hakkı Efendi was the child of a sergeant (çavuş). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Hakkı also held a qualification (a diploma, certificate, training or decoration).
Hakkı began work in Skopje in 1896/97, at about 16, with five unpaid years as a mülazım (apprentice) before a first salary of 150 kuruş. The annual lists begin in 1901/02, with Hakkı as a communications official (Muhabere Memuru) in Novi Pazar (Yenipazar). The last posts were in Gjakova in 1902/03 and Skopje, the birthplace, in 1903/04.
The salary went from 150 kuruş a month in 1901/02 to 400 in 1903/04, the peak, as Muhabere Memuru in Skopje, when 36 per cent of paid officials earned less. Over three years the salaries add up to 9,600 kuruş, 54 per cent of what an official on the median salary earned. The final annual entry is for 1903/04. Hakkı probably has an entry in "Sicill-i Ahval Kayıtlarına göre Üsküp doğumlu memurlar" by HALENUR DİLOĞLU (2021) (the name, the birthplace and a place of service agree).
