Life#
Born in Skopje (Üsküp) in 1879/80 (AH 1297) into the Muslim (Müslüman) community, İbrahim Hilmi Efendi was the child of a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
İbrahim Hilmi began work in Kosova in 1895/96, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The annual lists begin in 1898/99, with İbrahim Hilmi as a communications official (Muhabere Memuru) in Peja (İpek). İbrahim Hilmi then moved back to Skopje, the birthplace, from 1899 to 1901. The last posts were in Thessaloniki (Selanik) from 1901 to 1904 and Skopje again in 1904/05.
The salary never rose above the first in the lists, 500 kuruş a month in 1898/99, as Muhabere Memuru in Peja, when 48 per cent of paid officials earned less. The peak lasted a single year; the next list gives 200 kuruş. Over seven years the salaries add up to 21,900 kuruş, 53 per cent of what an official on the median salary earned. The last annual entry is for 1904/05.
