Life#
Born in Istanbul in 1843/44 (AH 1259), Mustafa Neşe Bey came from the Muslim (Müslüman) community; the father was a customs official (gümrük memuru). At about 18, in 1861/62, Mustafa Neşe began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1862/63, places Mustafa Neşe in Üsküdar as a communications official (Muhabere Memuru), where the entries run to 1866/67. Next came Mabeyni humayun from 1867 to 1879, with a rise to chief communications official (Başmuhabere Memuru) in 1870/71, then Kadıköy and Hicaz from 1879 to 1882. Mustafa Neşe then moved back to Kadıköy from 1885 to 1892. The last posts were in Konya from 1892 to 1894. The farthest post, Hicaz, lay about 2,400 km from Istanbul, and fewer than 4 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
Pay rose from 200 kuruş a month in 1862/63 to a peak of 2,750 in 1876/77, as Başmuhabere Memuru in Mabeyni humayun, when 96 per cent of paid officials earned less. Over 30 years the salaries add up to 494,580 kuruş, 2.5 times what an official on the median salary earned, a level reached by fewer than 6 per cent of the 3,805 officials paid for five years or more. The final annual entry is for 1893/94.
