Life#
Born in Bafra in 1852/53 (AH 1269), Hafız Mustafa Behcet Efendi came from the Muslim (Müslüman) community. Mustafa Behcet had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Samsun in 1883/84, at about 31, with four unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 3 per cent started at 31 or older. The annual lists begin in 1887/88, with Mustafa Behcet as a communications official (Muhabere Memuru) in Van, where the entries run to 1889/90. Mustafa Behcet then moved to eight places in 15 years, from İğneada to Arsuz, with a rise to postal official (Posta Memuru) in 1901/02. The last post was in Adana in 1906/07. Eight provinces on two continents in all, a number reached by fewer than 3 per cent of the 5,200 officials with a place of service.
Pay rose from 380 kuruş a month in 1887/88 to a peak of 540 in 1897/98, as Muhabere Memuru in Kičevo, when 61 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 475 kuruş. The final annual entry is for 1906/07.
