Life#
Born in Ioannina (Yanya) in 1878/79 (AH 1296), Mehmet Pertev Efendi came from the Muslim (Müslüman) community; the father was a telegraph director (telgraf müdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Gjirokastër (Ergiri) in 1894/95, at about 16, with two unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1896/97, with Mehmet Pertev as a communications official (Muhabere Memuru) in Ioannina, the birthplace, where the entries run to 1900/01. Mehmet Pertev then moved to Neapoli (Nasliç), Domnik and Argos Orestiko (Hurpişte) from 1901 to 1906, with a rise to director of the third grade (3. Müdür) in 1903/04. The last post was in Përmet (Premedi) in 1906/07.
The salary went from 300 kuruş a month in 1896/97 to 540 in 1903/04, the peak, as 3. Müdür in Domnik, when 61 per cent of paid officials earned less. The last annual entry is for 1906/07.
