Life#
Born in Istanbul in 1870/71 (AH 1287) into the Muslim (Müslüman) community, Mehmet Talat Bey was the child of a district governor or lieutenant colonel (kaymakam). Mehmet Talat had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote French as well as Turkish.
Work began in Istanbul in 1882/83, at about 13, paid from the start, on 600 kuruş a month. Fewer than 6 per cent of the 5,128 officials whose age at first work is known began work at 13 or younger. The first annual entry, for 1893/94, places Mehmet Talat in Ankara as an assistant director (Müdür Muavini), where the entries run to 1895/96. The annual lists then follow Mehmet Talat to Ioannina (Yanya) from 1896 to 1901. The last posts were in Aleppo in 1902/03, as a director of the second grade (2. Müdür) and Suriye in 1903/04.
Pay rose from 600 kuruş a month in 1893/94 to a peak of 1,200 in 1903/04, as Müfettiş Muavini in Suriye, when 91 per cent of paid officials earned less. The final annual entry is for 1903/04.
