Life#
Born in Istanbul in 1877/78 (AH 1294), Mehmet İhsan Efendi came from the Muslim (Müslüman) community; the father was a customs official (gümrük memuru). Mehmet İhsan had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Ankara in 1893/94, at about 16, paid from the start, on 400 kuruş a month. The annual lists begin in 1893/94, with Mehmet İhsan as a communications official (Muhabere Memuru) in Ankara. Mehmet İhsan then moved to Bursa and Bilecik from 1894 to 1897. The last posts were in Istanbul, the birthplace, from 1897 to 1906.
The salary never rose above the first in the lists, 400 kuruş a month in 1893/94, as Muhabere Memuru in Ankara, when 30 per cent of paid officials earned less.
