Life#
Born in Istanbul in 1878 (AH 1295), İsmail Hakkı Efendi came from the Muslim (Müslüman) community; the father was a senior army captain (kolağası). Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail Hakkı also wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).
At about 16, in 1894/95, İsmail Hakkı began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 50 kuruş. Both annual entries, for 1895/96 and 1896/97, place İsmail Hakkı in Beyoğlu as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti).
The salary never rose above the first in the lists, 50 kuruş a month in 1895/96, as Muhaberat-ı Ecnebiye Memuriyeti in Beyoğlu, when fewer than 1 per cent of paid officials earned less. The final annual entry is for 1896/97.
