Life#
Born in Istanbul in 1867/68 (AH 1284), Mehmet Necati Efendi came from the Muslim (Müslüman) community. Mehmet Necati had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote French as well as Turkish.
Work began in Istanbul in 1890/91, at about 23, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1892/93, places Mehmet Necati in Çanakkale as a communications official (Muhabere Memuru). Next came İzmit, Adana, Jeddah (Cidde) and Acre (Akka), four places in five years, then Damascus (Şam) from 1898 to 1903. The last post was in Misis in 1904/05. The farthest post, Jeddah, lay about 2,350 km from Istanbul, and fewer than 5 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
The salary went from 500 kuruş a month in 1892/93 to 720 in 1904/05, the peak, as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in Misis, when 77 per cent of paid officials earned less. The last annual entry is for 1904/05.
