Life#
Mehmet Rüştü Efendi was born in Crete (Girit) in 1862/63 (AH 1279), into the Muslim (Müslüman) community. Schooling took 12 years, at Darüşşafaka, the school for orphans in Istanbul; Mehmet Rüştü also attended the telegraph school, wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).
At about 20, in 1882/83, Mehmet Rüştü began work in Istanbul, paid from the start, on 350 kuruş a month. The first annual entry, for 1882/83, places Mehmet Rüştü in Istanbul as Muallim, where the entries run to 1888/89. Mehmet Rüştü then moved to Galata from 1889 to 1896, then back to Istanbul from 1896 to 1900, with a rise to central office official (Merkez Memuru). Next came Galata in 1900/01, as Mersule Basmemuru. The last posts were in Istanbul again from 1901 to 1905.
Pay rose from 350 kuruş a month in 1882/83 to a peak of 950 in 1904/05, as Tefrik Basmemuru in Istanbul, when 87 per cent of paid officials earned less. The last annual entry is for 1904/05.
