Born in Kičevo (Kırçova) in 1873/74 (AH 1290), Abdüssabur Sabri Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Abdüssabur Sabri had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).

At about 16, in 1889/90, Abdüssabur Sabri began work in the telegraph service (Telgraf) in Kičevo, with six unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1895/96, places Abdüssabur Sabri in Thessaloniki (Selanik) as a communications official (Muhabere Memuru). The last entry, for 1896/97, names Abdüssabur Sabri as a soldier (Asker), with no place.
