Life#
Born in Arapgir in 1875/76 (AH 1292), Mehmet Kâşif Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Mehmet Kâşif had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 20, in 1895/96, Mehmet Kâşif began work in Istanbul, with seven unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. So long an unpaid start was rare; fewer than 6 per cent of the 5,142 officials with a known apprenticeship worked unpaid for seven years or longer. The annual lists begin in 1902/03, with Mehmet Kâşif as a communications official (Muhabere Memuru) in Thessaloniki (Selanik), where the entries run to 1904/05. The last posts were in Trabzon from 1905 to 1907.
Pay rose from 250 kuruş a month in 1902/03 to a peak of 500 in 1906/07, as Muhabere Memuru in Trabzon, when 51 per cent of paid officials earned less. The final annual entry is for 1906/07.
