Life#
Mustafa Ragıp Efendi was born in Niš (Niş) in 1870/71 (AH 1287) into the Muslim (Müslüman) community; the father was a medrese teacher (müderris). Work began in Firzovik in 1881/82, at about 12, with four unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. Few began so young; fewer than 3 per cent of the 5,128 officials whose age at first work is known started at 12 or younger. The annual lists begin in 1885/86, with Mustafa Ragıp as a communications official (Muhabere Memuru) in Preševo (Preşova). Next came Pristina (Priştine), Skopje (Üsküp) and Prizren from 1887 to 1895, then a return to Preševo from 1895 to 1901, with a rise to director of the third grade (3. Müdür). From 1901 to 1905 the annual entries place Mustafa Ragıp in Kumanovo (Kumanova).
The salary never rose above the first in the lists, 500 kuruş a month in 1885/86, as Muhabere Memuru in Preševo, when 42 per cent of paid officials earned less. Over 19 years pay ended where it began, at 500 kuruş; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The last annual entry is for 1904/05.
