Born in Ürgüp in 1878 (AH 1295), MEHMET EFENDİ came from the Muslim (Müslüman) community; the father was a director (müdür). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Work began in Kırşehir in 1892/93, at about 15, with nine unpaid years as a mülazım (apprentice) before a first salary of 150 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 2 per cent worked unpaid for nine years or longer.
