Life#
Hasan Fehmi Efendi was born in Lovech (Lofça) in 1873/74 (AH 1290), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Hasan Fehmi also held a qualification (a diploma, certificate, training or decoration).
At about 10, in 1882/83, Hasan Fehmi began work in Istanbul, with 11 unpaid years as a mülazım (apprentice) before a first salary of 50 kuruş. Of the 5,142 officials with a known apprenticeship, 31 worked unpaid for 11 years or longer. Only 33 of the 5,128 officials whose age at first work is known began work at 10 or younger. The first annual entry, for 1893/94, places Hasan Fehmi in Istanbul as a communications official (Muhabere Memuru), where the entries run to 1899/1900. The last post was in Bilecik in 1900/01.
The salary went from 50 kuruş a month in 1893/94 to 500 in 1900/01, the peak, as Muhabere Memuru in Bilecik, when 47 per cent of paid officials earned less.
