Life#
Born in Kastamonu in 1874/75 (AH 1291), Mehmet Naili Efendi came from the Muslim (Müslüman) community; the father was a clerk (katip). Mehmet Naili had seven years of schooling, at a middle school (Rüşdiye Mektebi), wrote Turkish and spoke French, and held a qualification (a diploma, certificate, training or decoration).
At about 16, in 1889/90, Mehmet Naili began work in Karadeniz Ereğli, with three unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1892/93, places Mehmet Naili in Trabzon as a communications official (Muhabere Memuru). The last posts were in Soufli in 1895/96 and Beirut (Beyrut) from 1903 to 1905. For 1896 to 1903 the lists have no entry.
The salary went from 400 kuruş a month in 1892/93 to 500 in 1903/04, the peak, as Muhaberat-ı Ecnebiye Memuriyeti in Beirut, when 51 per cent of paid officials earned less. The final annual entry is for 1904/05.
