Life#
Born in Erzurum in 1856/57 (AH 1273) into the Muslim (Müslüman) community, Salih Vasfi Efendi was the child of a sergeant (çavuş). Salih Vasfi had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote Turkish and spoke Persian.
At about 19, in 1876/77, Salih Vasfi began work in the telegraph service (Telgraf) in Oltu, with seven unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Fewer than 6 per cent of the 5,142 officials with a known apprenticeship worked unpaid for seven years or longer. The first annual entry, for 1882/83, places Salih Vasfi in Gevaş as a communications official (Muhabere Memuru), where the entries run to 1884/85. Next came Başkale, Hakkâri (Çölemerik), Pülümür (Kuzucan) and Tortum, four places in 12 years, with a rise to director of the third grade (3. Müdür) in 1896/97, then Eleşkirt from 1897 to 1902. Salih Vasfi then moved to Hınıs in 1902/03. The last entry, for 1903/04, names neither a title nor a place.
The salary went from 400 kuruş a month in 1882/83 to 630 in 1897/98, the peak, as 3. Müdür in Eleşkirt, when three in four paid officials earned less. In all, 21 years of salary come to 123,840 kuruş, about what an official on the median salary earned in those years. The last annual entry is for 1903/04.
