Life#
Hafız Mehmet Tahir Efendi was born in Divriği in 1838/39 (AH 1254) into the Muslim (Müslüman) community; the father's occupation was "Nufus Mukayyidi". Schooling took nine years, at the School of Civil Administration (Mülkiye Mektebi).
Mehmet Tahir began work in the Mektubi Kalemi in Bosna in 1864/65, at about 26, with 0.25 years without pay as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1869/70, with Mehmet Tahir in the Vilayeti Mektupcu Odasi in Bosna. The last posts were in Istanbul from 1870 to 1873, with a rise to a post in the control office (Kontrol Kalemi).
Pay rose from 300 kuruş a month in 1869/70 to a peak of 500 in 1871/72, in the Kontrol Kalemi in Istanbul, when 45 per cent of paid officials earned less.
