Life#
Born in Sivas in 1860/61 (AH 1277), Ömer Rıfat Efendi came from the Muslim (Müslüman) community; the father was a sheikh (şeyh). At about 24, in 1884/85, Ömer Rıfat began work in Sivas, with nine unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 2 per cent worked unpaid for nine years or longer. The first annual entry, for 1893/94, places Ömer Rıfat in Sivas, the birthplace, as a communications official (Muhabere Memuru), where the entries run to 1895/96. The annual lists then follow Ömer Rıfat to Çanakkale in 1896/97. The last posts were in Sivas again from 1898 to 1903.
Pay rose from 400 kuruş a month in 1893/94 to a peak of 450 in 1902/03, as Muhabere Memuru in Sivas, when 46 per cent of paid officials earned less. The final annual entry is for 1902/03. An entry in "Sicill-i Ahval Defterlerine göre Sivaslı devlet adamları" by NESLİHAN EROL (2022) probably refers to Ömer Rıfat, since the name, the birthplace and a place of service agree.
