Life#
Mehmet Kazım Efendi was born in Istanbul in 1877/78 (AH 1294) into the Muslim (Müslüman) community; the father was a municipal official (belediye memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Mehmet Kazım began work in Istanbul in 1893/94, at about 16, with one unpaid year as a mülazım (apprentice) before a first salary of 50 kuruş. The annual lists begin in 1894/95, with Mehmet Kazım as a communications official (Muhabere Memuru) in Istanbul, the birthplace, where the entries run to 1896/97. Next came Erzincan in 1897/98, then Elazığ from 1898 to 1905. The last post was in Budak in 1905/06.
Pay rose from 50 kuruş a month in 1894/95 to a peak of 400 in 1897/98, as Muhabere Memuru in Erzincan, when one in three paid officials earned less. Over 12 years the salaries add up to 45,000 kuruş, 63 per cent of what an official on the median salary earned. The last annual entry is for 1905/06.
