Life#
Osman Şevki Efendi was born in Elazığ in 1862/63 (AH 1279), into the Muslim (Müslüman) community, and the father's occupation was "Tufengi-i hazret-i sehriyariden". Schooling took four years, at a school for young children (Sıbyan Mektebi).
Osman Şevki began work in Elazığ in 1882/83, at about 20, with six unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The first annual entry, for 1888/89, places Osman Şevki in Besni (Behisni) as a communications official (Muhabere Memuru). The annual lists then follow Osman Şevki to Malato, Kâhta, Palu and Yemen, four places in four years. The last posts were in Elazığ, the birthplace, from 1894 to 1902. The farthest post, Yemen, lay about 2,650 km from Elazığ, and fewer than 4 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
