Life#
Mühtedi Mehmed Fehim Efendi was born in Ankara in 1862/63 (AH 1279), into the Armenian Christian (Ermeni) community. Schooling took four years, at a school for young children (Sıbyan Mektebi); Mehmed Fehim also wrote Armenian as well as Turkish.
At about 18, in 1880/81, Mehmed Fehim began work in Ankara, with half a year without pay as a mülazım (apprentice) before a first salary of 280 kuruş. The first annual entry, for 1880/81, places Mehmed Fehim in Ankara, the birthplace, as an official (Memur). Mehmed Fehim then moved to Sivas and Diyarbakır from 1882 to 1887, then Aleppo (Halep) from 1887 to 1893. Next came Adana from 1893 to 1900, with a rise to director of the first grade (1. Müdür) in 1899/1900. The last posts were in Aydın and Konya from 1900 to 1903 and Dinar from 1904 to 1906, with a rise to assistant inspector (Müfettiş Muavini) in 1900/01. Few officials served in as many provinces; fewer than 3 per cent of the 5,200 officials with a place of service did.
The salary went from 280 kuruş a month in 1880/81 to 1,500 in 1900/01, the peak, as Müfettiş Muavini in Aydın, when 94 per cent of paid officials earned less. Over 25 years the salaries add up to 276,600 kuruş, 1.9 times what an official on the median salary earned. The final annual entry is for 1905/06.
