Life#
Ömer Rıfkı Efendi was born in Ankara in 1860/61 (AH 1277), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in Ankara in 1885/86, at about 25, with three unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The first annual entry, for 1888/89, places Ömer Rıfkı in Kayseri as a communications official (Muhabere Memuru). Ömer Rıfkı then moved back to Ankara, the birthplace, from 1890 to 1892, then Pecye and Sarikoy from 1892 to 1895, with a rise to director of the third grade (3. Müdür) in 1892/93. The last posts were in Keskin from 1895 to 1898.
Pay rose from 380 kuruş a month in 1888/89 to a peak of 640 in 1897/98, as 3. Müdür in Keskin, when 77 per cent of paid officials earned less. The last annual entry is for 1897/98.
