Life

Born in Sivas in 1858/59 (AH 1275) into the Muslim (Müslüman) community, Osman Nuri Efendi was the child of an army major (binbaşı). Osman Nuri began work in Mamuretulaziz in 1881/82, at about 23, with eight unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. Fewer than 4 per cent of the 5,142 officials with a known apprenticeship worked unpaid for eight years or longer. The annual lists begin in 1889/90, with Osman Nuri as an official (Memur) in Malatya. Osman Nuri then moved to Diyarbakır, Koy Sanjaq (Köysancak) and Elazığ from 1891 to 1895, with a rise to communications official (Muhabere Memuru) in 1891/92 and to director of the third grade (3. Müdür) in 1893/94. The last posts were in Pertek from 1895 to 1897.

Pay rose from 380 kuruş a month in 1889/90 to a peak of 600 in 1893/94, as 3. Müdür in Koy Sanjaq, when 60 per cent of paid officials earned less. The peak lasted a single year; the next list gives 500 kuruş. The final annual entry is for 1896/97. An entry in "İstanbul Müftülüğü Meşihat Arşivinde Sivas başlığı altında bulunan sicil dosyaları" by CENAN GÜRBÜZ (2010) probably refers to Osman Nuri, since the name and the birthplace agree.
