Life#
İsmail Fehmi Efendi was born in Istanbul in 1865/66 (AH 1282) into the Muslim (Müslüman) community; the father was a senior clerk (hulefa). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
İsmail Fehmi began work in Istanbul in 1878, at about 13, with five unpaid years as a mülazım (apprentice) before a first salary of 95 kuruş. Few began so young; fewer than 6 per cent of the 5,128 officials whose age at first work is known started at 13 or younger. The first annual entry, for 1882/83, places İsmail Fehmi in Istanbul, the birthplace, as a communications official (Muhabere Memuru), where the entries run to 1886/87. The annual lists then follow İsmail Fehmi to Tripoli (Trablusgarp) from 1887 to 1897, with a rise to chief communications official (Başmuhabere Memuru) in 1894/95, then Gharyan (Garyan) from 1897 to 1902, with a rise to director of the second grade (2. Müdür). The last posts were in Radiye in 1902/03 and Sirte in 1903/04.
The salary went from 95 kuruş a month in 1882/83 to 1,300 in 1903/04, the peak, as 2. Müdür in Sirte, when 93 per cent of paid officials earned less. The last annual entry is for 1903/04.
