Life

İsmail Rifat Efendi was born in Istanbul in 1881/82 (AH 1299) into the Muslim (Müslüman) community; the father was a district governor or lieutenant colonel (kaymakam). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

İsmail Rifat began work in Sarıyer in 1896/97, at about 15, with seven unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Of the 5,142 officials with a known apprenticeship, fewer than 6 per cent worked unpaid for seven years or longer. From the first annual entry, for 1903/04, to 1905/06, every annual entry places İsmail Rifat in the same post, communications official (Muhabere Memuru), in Sarıyer.

The salary never rose above the first in the lists, 200 kuruş a month in 1903/04, as Muhabere Memuru in Sarıyer, when 8 per cent of paid officials earned less.
